Tri County Amateur Radio Club Regulations

1. Quorum

An amendment adding the words "in attendance" was unanimously passed by a vote of club members at the June 26, 1996 Tri-County Club meeting.

An amendment changing the requirement of a quorum from 1/3 to 1/4 of the voting membership was passed by members attending the August 23, 2006 Tri-County Amateur Radio Club meeting.

a) A quorum shall consist of at least 1/4 of the voting membership of the Tri-County Amateur Radio Club membership and at least 50% of members of the executive. No vote shall take effect without a quorum. A simple majority of 50% +1 full members in attendance is needed for all votes to pass unless otherwise stated in these regulations.

2. Positions of Office

a)The Executive of the Tri-County Amateur Radio Club will Include the following:

  • President
  • Vice President
  • Secretary
  • Treasurer
  • Past president (effective 1996)

3. Terms of Office

a) The Executive of the Tri-County Amateur Radio Club are to be elected at the May (annual) meeting of the Club. Their term of office shall be one year, commencing at the start of the next fiscal year immediately following the date of election, that is from June 1 to May 31.

The following amendment regarding the elections for the 1997/1998 year was added on April 22, 1997 by a vote of members at the April Meeting of the Tri-County Radio Club.

b) Election date for 1997 will be postponed from the May to the June meeting, to allow any new members from the proposed NARA and TCARC amalgamation to vote or to run in the election.

4. Membership

Two types of membership exist in the Tri-County Amateur Radio Club:

Due to a change in Industry Canada regulations the following section in the club regulations was changed by a vote of members at the June 27, 2000 meeting from: "1. Full Membership gives all club rights and privileges. This is open to licensed hams." to:

1. Full Membership gives all club rights and privileges. This is open to Amateur Radio Operators Holding a valid Canadian Amateur Radio Operators Certificate dated April 1st, 2000 or later.

2. Associate Membership gives all club rights and privileges except for voting rights and the right to hold office. This is open to anyone.

5. Dues

a) At the time of Formation of the Tri-County Amateur Radio Club, dues are $15.00 per fiscal year. Dues are due on or before the last day in the fiscal year. Any person joining before the end of the year must pay $3.00 plus $1.00 for any month or part of a month left in the fiscal year. For example, the cost of joining on March 15 would be:

                       $3.00 +
                       $1.00 for March
                       $1.00 for April
                       $1.00 for May,
                       ----------------
        for a total of $6.00

Dues are the same for both types of membership.

b) Reduced Dues for full time students at rate of 2/3 of full dues. Full time status to be determined by the club executive.

Section 5.c) was removed by a vote of the members at the August 23, 2006 meeting of the Tri-County Amateur Radio Club

The following amendment was added on April 22, 1997 by a vote of members at the April Meeting of the Tri-County Radio Club:

d) Family memberships cost $15 plus $5 for each additional member in a household

The following amendment was added on April 22, 1997 by a vote of members at the April meeting of the Tri-County Radio Club to continue a NARA life membership after amalgamation.:

e) A fully paid up, life membership will be given to Don Cooper VE3JH upon amalgamation

The following amendments (f and g) were added on May 28, 2002 by a vote of members at the May meeting of the Tri-County Amateur Radio Club to grant 2 life memberships in recognition of contributions made to The Tri-County Amateur Radio Club:

f) A fully paid up, life membership is given to George Foster VA3GF for his contributions to the formation of the club, the training and help provided to club members and his work developing the Marmora Hamfest.

g) A fully paid up, life membership is given to Brian Redden VE3HQR for his contributions in keeping the VE3KFR repeater on the air, and for his many years of providing Packet radio services to the area. These services he has provided since before the formation of the Tri-County Amateur Radio Club. Brian is also recognized for providing web space for the Tri-County Amateur Radio Club's Internet site.

6. Amendments and Additions

a) These Regulations may be amended or added to by a 2/3 majority vote of Voting members in attendance at a regular meeting where a Quorum is present. Proposals for amendments or additions shall be submitted in writing at any regular meeting, but may not be voted on until the next regular meeting. The motion will be published in the bulletin preceding the vote.

7. Club Property

a) Club property is the property of the members as a whole.

e) If property is given to the club which will not be used, the property must be sold. Voting members will be given first chance at buying the property.

f) Proceeds from the sale of Club Property shall be placed in the Club treasury.

g) An appointed Property Manager position be created, This person is to make an annual Inventory of Club property and submit report of same.

8. Removal of Member

(The following amendment was added to the Club regulations on October 23, 1996 by a vote of the members at the October 23 meeting.)

Any member may be required to resign by a vote of three-quarters (3/4) of the members at an annual meeting or a regular meeting provided that any such member shall be granted an opportunity to be heard at such meeting.
